This submission is written on behalf of the New Zealand Council of Cargo Owners (NZCCO).
NZCCO has been seeking change to the Resource Management Act 1991 (“RMA“) for many years and has been working with Ministers and Government Officials to encourage this. As the Act has become increasingly cumbersome and expensive and case law has developed, the RMA has ceased to work as the original drafters intended. Change is long overdue. NZCCO is therefore pleased to see the development of a new resource management system, starting with this Exposure Draft of the Natural and Built Environments Act (“NBA“).
