The NZ Cargo Owners Council wish to record our opposition to any move to include emissions from international shipping in the New Zealand Emissions Trading Scheme.
As articulated in our submission to the Climate Change Commission’s consultation regarding inclusion of emissions from international shipping in New Zealand’s 2050 target for reduction in greenhouse gas emissions, our preferred position is that New Zealand not get ahead of the work of the International Maritime Organisation (IMO) in this matter.
While we acknowledge the need to reduce emissions across the shipping supply chain, the inclusion of international shipping emissions in New Zealand’s ETS would pose the very real risk that our importers and exporters, already disadvantaged by distance from market, will unreasonably face multiple surcharges from multiple sources across their supply chains.
